Arctic Finland extended all the way to the Barents Sea during the early nineteen century, including the municapality of Petsamo at the Finland Sea Port of Petsamo.  The national borders were violated and border post moved while 11% of Finland territory was annezed and seized by Stalin during 1939 – 1945.

In the Arctic region particularly with the Nomadic indigenous Sami peoples of the Fennoscandia they were nomads living as nomads do, they traveled across borders seasonally and went where the resources were for their seasonal daily tribal needs.
